Community Services Agency (CSA) is a private, nonprofit Community Action Agency (CAA) governed by a local, tripartite volunteer Board of Directors consisting of representation from the public, private, and low-income sectors. Since its inception in 1965, CSA has initiated and developed numerous programs in human services, economic development, education, and affordable housing. The agency collaborates with dozens of community partners to provide and administer a variety of programs and services to improve the lives of an average of 4,000 low-income individuals and families per year. These services include Early Childhood Education Programs (Early Head Start/Head Start), Workforce Development Programs, Income and Asset Building Services, Energy Programs, and Housing Services. Through its nonprofit development arm, the Community Services Agency Development Corporation (CSADC), CSA has developed 26 complexes of affordable and senior housing over the past 36 years.
